Duties:
The duties of the post will involve responsibility for individual projects and assisting the Senior Electrical Engineer with the delivery of a portfolio of projects from the approved capital programme. The post holder will be required manage building services elements of schemes ranging from £25K to £5m which requires co-ordination of internal FM staff and Minor Works Framework Consultants

Experience Required
 Must have experience of working within a further education environment, within a laboratory environment would be an advantage, on electrical installations which includes new build projects and refurbishment schemes in a variety of building types together with relevant Project Manager experience to lead on projects with a mechanical emphasis.

 To have a good understanding of the differing forms of mechanical services installations and to stay abreast of developments in the industry.

 Liaise with departments to establish design briefs for schemes to be designed and procured through the use of external services consultants.

 Manages external consultants providing them with detailed briefing instructions, ensuring design information comply with the objectives and to monitor their performance together with the quality of their design, throughout the life of the project through to financial completion.

 Ensures external consultants are employed in accordance with the Procurement Policy and through the Minor Works Frameworks procedures.

 Produce estimates and feasibility budgets for new works, replacements, adaptation and the extension of existing installations and to appraise feasibility and budget information provided by the framework consultants.

 Good understanding of the differing forms services installations including low and high voltage installations and to stay abreast of developments in the industry.

 Manages the production of building services designs and specifications to meet the requirements of the agreed programmes of work, ensuring compliance with all applicable statutory regulations.

 Prepares detailed tender documentation, CAD drawings and specifications for building services work.

 Attends design team project meetings with internal and external design consultants and contribute to design quality and build ability standards for the Electrical installations.

 Ensures that a consistently high standard of quality control and supervision is maintained for each contract with compliance to design brief, design information, drawings, specifications and site instructions, via site visits, this includes the ongoing monitoring of works as they proceed and full testing and commissioning on completion.

 Assesses contract implementation with due regard to Building, Mechanical, Electrical and Health & Safety Legislation, Codes of Practice.

 Ensures proper control on spending and close adherence to financial targets, in accordance with the requirements of the financial regulations and settling final accounts for projects under his/her control.

 Manages multiple projects at differing stages of progress ensuring the provision meets agreed service level agreements.

 Ensure sustainable, low carbon schemes are implemented and energy use minimised by good design and installation practices.

 Complies with the Health and Safety Policies and associated safe working procedures and guidelines and monitor similar compliance by the appointed Contractors and Consultants.

 Undertakes witness testing and commissioning of the Mechanical and Electrical installations on behalf of the Project Manager / Contract Administrator.

 Provides general supervision of works to junior and trainee staff, giving advice and guidance as necessary.

 Keeps up to date with relevant technical and regulatory technical developments relating to building engineering services.
